The King County Sheriff sought the advice of an expert panel, charged with reviewing internal management systems and making recommendations for improvements to the accountability system for misconduct and discipline.

We provided meeting facilitation, including the development of meeting agendas and summaries, research summaries, and materials for discussion; and assistance in decision-making by identifying relevant questions, presenting research findings, and focusing the panel on findings and recommendations. BERK also provided independent, neutral research and information; prepared presentations to the panel; drafted a concise final report; and facilitated public engagement and media involvement.

The Seattle Public Library

BERK designed, administered and analyzed results of a web-based and in-library survey of 2,500 Seattle Public Library patrons, to better understand evolving user needs and preferences. We also analyzed current data on location and cross-users and conducted pre-survey and focus group interviews with library staff.

The Study paid particular interest to the level of cross-use of the King County Library System by Seattle Public Library patrons, and the reasons why those patrons are cross-users. We used the survey findings to formulate strategic recommendations, which the Library employed to obtain additional funding. The findings also informed development of key messages about the library for funding, planning and advocacy purposes.

Snohomish County

BERK assessed the economic effects of proposed alternatives as part of an environmental impact statement for Snohomish County’s Shoreline Management Program. Given resource limitations, a detailed analysis of the potential effects of proposed rule changes on all affected properties was not possible. However, we developed an efficient solution that allowed decision makers to have a complete picture of the nature of the economic effects.

Our approach included developing a series of illustrative examples of the effects of the proposed rule changes on specific types of properties, and throughout Snohomish County’s economy. For each example, we assessed the types of effects that accompanied each alternative by property type (urban residential, commercial, agricultural, and rural residential). The goal of the analysis was to assess the nature and distribution of economic effects on properties, the immediate community, the local jurisdiction, the County, and finally, the broader Puget Sound region and the State.

BERK provided research, analysis, and facilitation support to a Task Force charged by Seattle’s Mayor with developing management and funding strategies to reinvigorate the City’s downtown parks. We designed a stakeholder outreach program and researched models of best practices in other major U.S. cities.

The Final Report contains strategies to activate and significantly improve public usage of downtown parks and open spaces, many of which are hidden treasures.

Kitsap County Regional Coordinating Council

BERK worked with the Kitsap Regional Coordinating Council, in partnership with Kitsap County and the cities of Bremerton, Poulsbo, and Port Orchard to review and analyze urban service delivery challenges for unassociated urban growth areas (UGAs) within the county. A collaborative process among project partner resulted in two reports.

An Association Analysis Template Report provides guidance on how to analyze and understand urban service delivery challenges for unassociated UGAs and fiscal implications to respective jurisdictions. The Central Kitsap UGA Association Analysis used an unassociated UGA north of Bremerton and south of Silverdale as a pilot study area to test and refine the template.

Washington State Joint Legislative Audit and Review Committee

In support of the Joint Legislative Audit and Review Committee’s performance audit of the public health mission of the Department of Health, BERK researched, documented, and evaluated the basic structure and organization of public health in all fifty states. In our review of public health systems across the country, we documented how responsibility and authority for public health activities is divided among state, local, and regional entities in all states, and identified promising practices and “current thinking” on key organizational issues.

We also developed in-depth profiles of the public health systems of ten states, in which we identified organizational characteristics that contribute to optimal system efficiency and effectiveness.
