BERK assisted State Parks in the development of an Agency Improvement Plan establishing a detailed work plan to improve the agency’s capital strategy, systems, processes, and performance.

Development of this Plan and related performance tracking systems were mandated by the Legislature in response to our evaluative study of the agency’s capital program for the Office of Financial Management: Study of the Washington State Parks and Recreation Commission’s Capital Budget Development, Execution, and Monitoring Process.

In response to a call for greater efficiency and improved data systems across the State’s local health jurisdictions (LHJs) and DOH, BERK identified a range of options for a coordinated, statewide approach to information technology systems.

We conducted stakeholder interviews and best practices research to identify national models practice, such as coordinating boards, clearinghouses, alliances, and other organizational structures that can help integrate technology investments and systems across jurisdictions. We also researched organizational structures in health care, public health, and other disciplines where information flow is critical.

City of Poulsbo

BERK designed and implemented an outreach process to collect informed community input into the City of Poulsbo’s comprehensive planning process and to promote dialogue between City residents and elected officials. Initial outreach focused on the opportunities, challenges, and tradeoffs involved in growth management and on gathering public input to the Comprehensive Plan.

Public engagement in this project included launching and maintaining a content-rich project website, building the City’s resident contact database and distributing e-newsletters, building relationships with community leaders and stakeholders to serve as community ambassadors, posting fliers and posters across the community in strategic locations, and keeping the local media informed through frequent press releases and advisories.

Bellingham Whatcom Economic Development Council/Economic Development Association of Skagit County

BERK worked with a consortium of 13 counties, ports, workforce agencies, and educational institutions in Whatcom, Skagit, Island, and San Juan Counties to develop a strategic economic development plan for the region’s ship building industry.

The project included defining the marine subsectors within the industry, assembling a database and directory of marine businesses in the region, and developing a regional model to track the industry’s performance over time. The strategic plan presents actions to address industry needs and challenges, including infrastructure, workforce education and training, business expansion and retention, regulation, and marketing.

BERK analyzed the economic benefits that the San Francisco Public Library provides to the community by quantifying and qualitatively describing the value of library services.

The study involved an assessment of the indirect benefits to the community from the ongoing presence and operations of the Library, considering such factors as urban redevelopment, community space, and the City’s image and identity. The report quantified the return on taxpayer investment and articulated the challenges and complexities involved in appropriately and accurately estimating the economic value of the San Francisco Library System.

University of Washington Information School

BERK assisted UW’s Information School in designing and managing the School’s year-long, comprehensive, and inclusive strategic planning process. Serving as a trusted adviser and subject matter expert, we advised a faculty-staff Strategic Planning Team as its members implemented a research and consensus-driven process to ensure maximum engagement and buy-in across the School.

Our tasks included facilitation of an all-School retreat, stakeholder interviews, a SWOT assessment, helping to frame the Plan’s vision, mission, and strategies, and layout/graphic design of the final products. The Plan, together with its Implementation Matrix, has helped the Information School manage well through the economic challenges of recent years.

City of Black Diamond

BERK developed a fiscal planning model that allowed the City to evaluate the potential fiscal impacts of future development in Black Diamond. The project included assessment of long-term fiscal conditions, which included revenue projections, analysis of public service and capital costs, and fiscal impacts of alternative development scenarios.

We also surveyed comparable cities, assessed and revisited current level-of-service standards, and worked with key stakeholders to develop fiscal mitigation options. As part of the project we prepared a capital facilities element for the City’s Comprehensive Plan.
