Central Issaquah Planned Action EIS and Fiscal Impacts Analysis

BERK led preparation of a Planned Action and Infill Exemption Environmental Impact Statement (EIS) to facilitate mixed-use growth in the core of the community, transforming its suburban and auto-oriented character. BERK provided State Environmental Policy Act (SEPA) strategies, helped develop a range of alternatives for EIS study, provided a public services analysis, and guided the preparation of the EIS which addressed a range of natural and built environment topics. BERK also prepared the planned action ordinance and SEPA amendments allowing the infill exemption.

In a related effort, BERK created: 1) a policy framework for City-initiated local area infrastructure investment; and, 2) an evaluation of different infrastructure funding tools available to cities in Washington.
