Transportation Benefit District Formation Study
The City of Woodland asked BERK to assess the potential revenues that could be generated from a transportation benefit district (TBD) in order to fund needed transportation improvements in the City. We examined three TBD revenue options (e.g. vehicle license fee, sales tax, and property tax) and two alternative TBD boundaries. All alternatives were evaluated for revenue sufficiency, fairness, equity, and political acceptability. A draft TBD ordinance was prepared for the City Council. The Council has tabled a vote on the TBD ordinance pending other transportation infrastructure planning.
