The City of Woodland is considering the creation of a transportation benefit district (TBD) in order to fund needed transportation improvements in the city. BERK assisted this effort by evaluating different TBD boundary and revenue options. The primary objective of the TBD analysis is to inform the discussion around potential TBD boundary and revenue configurations and outline the key policy choices facing the City.
In addition to the analytical piece, BERK supported the City in crafting the necessary enabling ordinances. BERK also developed and supported the City’s TBD public outreach strategy, including design and development of communication materials and facilitating public meetings.
