Rural Industrial Land Bank

Clark County is considering the establishment of a rural industrial land bank (RILB). The County received a docket application to establish the RILB on two properties that total over 600 acres and straddle SR-503 north of the Vancouver UGA. The County lacks large industrial sites, but these sites provide agricultural resources to the community. BERK is leading a team of planners, engineers, biologists, and legal experts to explore what makes a good industrial site. Our team created an inventory of sites that may be suitable across the County and developing rural and urban alternative industrial land bank locations. For each rural alternative site, our team analyzed the potential for agricultural de-designation and developed master plan concepts and regulations. If successful, Clark County would be one of only a handful of counties to establish an industrial land bank in the state and the only one in a rural area.
