Low-Income Fare Options Advisory Committee

In 2012, the King County Council established an Advisory Committee to investigate and develop new fare program options to assist in meeting the mobility needs of low-income persons as part of the health and human services safety net. BERK facilitated the Committee and drafted the final report and recommendations. The Committee met seven times from January through June 2013 and reviewed and discussed information on Metro’s fare structure, existing discounts, policy objectives and financial situation. The Committee agreed that a low-income fare program should be created while acknowledging the difficult financial situation facing Metro. Despite the challenging task, short time frame and differing views on funding options, we facilitated the group to consensus and submitted the report and recommendations to the Council and the Executive by July 1, 2013.
