Capital Facilities Plan Compliance
Working as a subconsultant to ICF Jones & Stokes (ICF), BERK assisted Kittitas County in bringing the County’s Comprehensive Plan into compliance after it was deemed non-compliant by the Growth Management Hearings Board of Eastern Washington (GMHB). BERK’s role was to address specific issues raised by the GMHB regarding the City of Kittitas’ Urban Growth Area and its Capital Facilities Element (CFE).
We reviewed the City of Kittitas’ Comprehensive Plan and its CFE to identify where the CFE was non-compliant with the Growth Management Act, and provided an analysis of the City’s capital facility needs under two different growth scenarios. Our work helped the County address its compliance issues and complete the update its Comprehensive Plan.
