Capital Projects Evaluation and Scoring System for Washington’s Four-Year Higher Education Institutions
BERK developed a new evaluation and scoring system for the State to use in rating, ranking, and funding competing capital projects proposed by the State’s four-year universities. The scoring system was pilot tested in 2008 and has been used each year since in the Legislative budget process.
The project involved researching capital project prioritization systems used by other states and educational institutions, and using information design, schematics, and analytical graphics to define the steps of the new process. The approach BERK developed is an objective, transparent, accessible scoring system that is responsive to legislatively mandated criteria and has been accepted by the institutions involved.
