Inventory and Evaluation of the State’s Public Infrastructure Programs and Funds

BERK inventoried and evaluated the State’s programs and funding mechanisms for local government infrastructure investments. The project involved strategic mapping and inventorying of the history and multiple agencies responsible for delivering the 84 separate funding programs in Washington. Our three-volume report remains the seminal analysis of infrastructure funding in the State.
The study involved conducting more than 150 stakeholder interviews, a literature review and national best practices assessment, and development of a framework for critically applying lessons learned across the country to Washington State. We also conducted a programmatic evaluation of Washington’s programs individually and as a system, and diagrammed current relationships and responsibilities. We presented our recommendations to multiple agencies and stakeholder groups.
