Seattle council approves changes to first-in-the-nation ‘democracy vouchers’ program

In early 2018, the Seattle Ethics and Elections Commission asked BERK to independently evaluate how effectively the Democracy Voucher Program achieved its goals during its first election cycle. This report presents findings and recommendations for the 2019 election year.
