Skagit Public Utility District No. 1 Strategic Plan

BERK recently assisted Skagit Public Utility District No. 1 (Skagit PUD) in crafting their Strategic Plan. The project team included Brian Murphy and Natasha Dunlap, with contributions from Claire Miccio.

Skagit PUD requested a strategic plan to unite their many other plans and guide their annual budgeting process, while simultaneously clarifying their additional lines of business such as sewer and telecommunications.

BERK worked with the PUD General Manager to convene a Planning Committee comprised of staff from all levels of the organization. Occasional joint meetings with the Board of Commissioners kept them apprised of the Plan’s goal areas, and was consistent with BERK’s “no surprises” approach. The commitment by the Planning Committee to advance drafts rapidly, complemented by a collaborative General Manager, made the project successful.

Following Board adoption of the Strategic Plan, BERK continued working with a subset of the Planning Committee to create an internally focused Implementation Framework. This Framework outlined Skagit PUD’s strategic goals and strategies and identified clear action items and deliverables for the coming year, with the intent of being updated annually during the budgeting process.
